Tracey Tsugawa Named Associate Vice Chancellor and Director, OPHD

Dear Colleagues,

I am very happy to announce the appointment of Tracey Tsugawa as Associate Vice Chancellor (AVC) and EEO Officer, Title IX Officer, and Director of the Office for the Prevention of Harassment and Discrimination (OPHD), effective January 1, 2025. For the past two and a half years, Tracey has served as the Interim Director/EEO Officer/Title IX Officer for OPHD.

The OPHD AVC/Director is a key leadership role at UCSF, overseeing compliance work for both the campus and health system. Beyond fulfilling the complex legal requirements for resolving complaints of sexual violence, sexual harassment, and harassment and discrimination based on protected categories, the AVC/Director supervises the generation of the annual affirmative action plans and compliance with other state and federal equal opportunity regulatory obligations. This role also works closely with campus partners to uphold UCSF’s commitment to equal opportunity and to fostering a climate free from all forms of harassment, discrimination, or intimidation.

Tracey brings substantial experience to this role. Prior to joining UCSF in 2021, she served as a Title IX Officer or Director of Affirmative Action and Equal Opportunity at three other West Coast universities. Her professional background also includes nearly 15 years as a civil rights investigator and trainer with the Vermont Human Rights Commission. In addition, Tracey taught courses on ethics and leadership, workplace conflict, diversity and equity in the workplace, Asian American studies, and environmental justice at colleges and universities in Vermont and Massachusetts for close to 30 years.

Tracey holds a Master of Education from University of Massachusetts Amherst and a Bachelor of Arts from Oberlin College.
